Income Qualified Free Weatherization Programs
There are 2 free weatherization programs: CARE run by the state and WAP, a federal program. Note if you qualify for both programs, you should apply for WAP.
The Colorado Affordable Residential Energy Program (CARE) in Grand County is a partnership between NWCCOG, local utility companies and Energy Outreach Colorado. CARE installs FREE energy efficiency upgrades to reduce the home energy bills of income-qualifying households (owners and renters) in Grand County.
Qualified applicants may receive assistance with items like LED light bulbs, Energy Star refrigerator, air sealing, insulation, mechanical systems replacement / tune-up and more.
Income must be less than 80% of the area median income. October 2024 limits for Grand County are below:

Weatherization Assistance Program (WAP)
The Weatherization Assistance Program (WAP) is a federally funded program that provides free energy conservation services to eligible households, both owner-occupied and renters.
Qualified applicants may receive assistance with items like insulation, air sealing, storm windows and doors, furnace repair or replacement, refrigerator replacement, LED light retrofitting and Health and Safety evaluations.
Income must be less than 60% of the area median income. October 2024 limits for Grand County are below:

Income Qualified Emergency Assistance
Energy Outreach Colorado offers emergency heating system repairs.
If your heating system is broken, Energy Outreach Colorado’s Crisis Intervention Program (CIP) may be able to help. CIP provides free emergency repairs and replacements of non-working heating systems for income-qualified Colorado households.
